In the Circular Notice No.7 of 2021, the National Student Financial Aid Scheme (NSFAS) advised higher education institutions that students who were provided an opportunity to apply during the period August 16 to 31, 2021 “Late Applications” will be processed after the budget commitments of 2021 have been finalised.
2. LATE APPLICATIONS PAYMENT
This directive guides universities on how the payments must be implemented and it considers the existing 2021 budget commitments.
Payments to students who qualified during the late application window must be made as follows:
1. Full Cost of Tuition,
2. Full Cost of Accommodation as claimed by the institution
3. 3 months allowances for the remainder of the academic year.
3. 2021 (DHET) FEE GRANT ADJUSTMENT AND NEGOTIATED FEE INCREASES
All institutions are to submit written confirmation to NSFAS that the Department of Higher Education and Training (DHET) Gap Grant was applied where necessary to registered students during 2021 and to further confirm that claims made were in line with the approved fee increases as follows:
CPI Tuition 4.7
CPI Accommodation 6.7
Each institution is required to complete and send the attached “2021 Confirmation of Fee Increase” before November 25, 2021, with a signed letter from the Chief Finance Officer or Delegated Official. The completed documents must be emailed to Ms. Tsholofelo Zweni at TsholofeloZ@nsfas.org.za.
4. 2ND PHASE OF ADJUSTMENTS
Institutions are requested to advise NSFAS of the residence charges for students that had to go home during the lock down period, and therefore did not take up the accommodation claimed from NSFAS. This must be submitted as Top Down Adjustments. Any Top Ups required must be properly motivated, NSFAS may commission an audit prior to processing of the additional Top Ups. Institutions have until December 05, 2021 to submit final adjustments.
5. OUTSTANDING 2020 CREDITS
All outstanding 2020 credits must be submitted to NSFAS by November 30, 2021.
